uh yes.. you would have to wait 24 hours or make one post and wait 30 minutes before you could start a conversation.
As they said it above~ you can click on the image (beside their name as it is now) and there will be a "start a conversation" option but you would have to wait 24 hours or make one post and wait 30 minutes before you could start a conversation as a newbie.
