It might be because of old harddisk (it happened to me once, it stuck for so long that i decided to reinstall everything in a new hdd, the old hdd is dead). if your resetting fail, you might want to create a bootable linux/windows in a flashdisk to try and access your harddisk to recover data or just delete your os files, then reinstall your os but preserve your folder (there is a setting in windows instalation for that). Sometimes an error in resetting os can brick the os itself.

You need to get yourself an empty USB (4GB min) and you need to flash a bootable version of Windows ... there should be an online step by step instruction of how to get a bootable windows on a USB... Then you need to change the boot order by pressing F2 as soon as the system starts... Once the top priority for boot order has been set to USB drive, the Windows USB that you created will function as a temporary solution to format the system and install the Windows operating system...
as much as 'reset' sounds nice, being able to keep some apps and all, it is often more time consuming and prone to errors/issues compared to a full-fresh install, which i would recommend you do. the reason it looks stuck is because windows is trying to backup and compress your existing windows installation (which you can remove later, since it'll take dozens of GB of space) in any case, since it is stuck anyway, might as well creates a windows installer drive using your another pc, while waiting for the stuck to..unstuck, assuming it will continue, albeit slowly. you can use Rufus to download an untouched Windows iso image from microsoft, if you didn't know yet. as of today, there are w10 build 19045.2006 (october image) and w11 22621.525 (also october image). installing windows using the latest available image means you'll cut the time downloading and installing updates afterward. not by too much, but a save's a save anyway, no?
